Gohar Khatoon

2018 AIA Awards - Architecture
Gohar Khatoon Girls' School
In Mazar-i-Sharif, Afghanistan’s fourth-largest city, this new school replacing an older school in an extreme state of disrepair serves nearly 3,000 K–12 students per day. An urban oasis for girls and young women, the school also provides children critical access to fresh air, plants, and trees in an area experiencing rapid urbanization.
Girls’ schools play a major role in the country’s movement toward development, and Gohar Khatoon is positioned to be a key institution for educating several thousand women in an important urban center that is home to a number of universities. Empowering young women as they negotiate the transition into Afghan society, this project supports the process by providing a place of stability and comfort.
"This space and the process communicates a new era for girls and women very powerfully." ~ Jury statement
From the outset, the design team involved girls to help inform the program and choose finishes, developing a sustainable school model that values their input and choices about their environment. Because most forms of artwork were banned during the Taliban’s rule of Afghanistan, an important community-building activity during the design process was a women-only mural design competition. Six winning entries, installed by professional artists, are on view throughout the school.
Outside, the school’s façade takes its cues from the country’s rich history of masonry construction with red, yellow, and turquoise windows made by local craftsmen referencing the city’s famed Blue Mosque. Culturally appropriate activity spaces for physical fitness and social interaction between students surround the school. Educational gardening, a storied tradition in Persian culture, is pursued in areas where fruit-bearing trees and vegetable gardens are tended by students.
Sustainable strategies were key to the project’s success, given that Afghanistan’s schools are often connected to limited or unstable power supplies and operate on minimal budgets with little funds for heating fuel. As aid to the country dries up and NATO troops continue to depart, the team implemented a number of low-tech climate responses, such as central stairwells in each classroom block that capture heat and large seasonal doors that pull air through the building to provide long-term comfort.
"It is remarkably resourceful by integrating natural sustainability measures while operating within a weak infrastructure in the country." ~ Jury statement

Manhattan Districts 1/2/5 & Spring Street Salt Shed
Reflecting a commitment to civic expression and sensitivity to New York’s urban context, this pair of public buildings houses more than 150 sanitation vehicles, three districts’ worth of specialized equipment, and 5,000 tons of road salt. Since their opening, the garage and shed have become iconic structures and a source of neighborhood pride.
While municipal infrastructure projects often draw the ire of critics, Michael Kimmelman of The New York Times lauded this project as the “most distinguished public buildings in the city in years.” The surrounding community, which filed lawsuits in an attempt to block construction of the facility, has come to embrace it and recognize the good design that successfully integrates services into the community.
"The Salt storage building took what is usually an industrial construction built as economically as possible into urban art." ~ Jury statement
The design team was guided by Mayor Michael Bloomberg’s directive to elevate the dignity of civic architecture and eschew the practice of tucking infrastructure projects into less-desirable neighborhoods throughout the city. To that end, the team worked with community input to develop a master plan, ensuring the facility’s place in the fabric of the neighborhood.
The garage is wrapped in an ethereal double-skin façade with a glass curtain wall and 2,600 custom perforated aluminum fins that reduce solar heat gain and glare. On the east side of the structure, the fins follow the slope of the ramps to shield the view of headlights, while on the south side they track the sun’s location to add an element of dynamism. The use of bold colors inside further animates the façade while providing intuitive wayfinding for its users.
Standing nearly 70 feet tall, the adjacent cast-in-place concrete salt shed is a crystalline counterpoint to the garage. A sculptural landmark with its faceted planes, it rises from the ground surrounded by textured glass paving. The shed is purposely tapered at the bottom to provide maximum pedestrian space and a dramatic overhang.
The LEED Gold–rated project was a benchmark for the Department of Design and Construction’s Active Design program and is featured in its educational campaign. In 2016 the department rolled out a new handbook, Design and Construction Excellence 2.0: Guiding Principles, highlighting the project’s success.
"It raises the bar significantly for civic infrastructure." ~ Jury statement

Mercer Island Fire Station 92
Built to replace an aging and seismically deficient fire station on 13-square-mile Mercer Island, Washington, this project helps ensure the safety and well-being of its 25,000 residents. The 8,000-square-foot structure has helped develop a stronger connection to the community and mitigates the elevated energy use common among public safety facilities in the Pacific Northwest.
Political, financial, and community support to replace its predecessor—an early-1960s structure with a backlog of deferred maintenance—was difficult to muster until the island’s former mayor suffered a major heart attack in 2011. Crediting the actions of the Mercer Island Fire Department with saving his life—a notion his surgeons confirmed—Mayor Jim Pearman was able to generate enough momentum to sway the city council and the community to approve construction.
"Best of all this honors the incredibly hard working firefighters deserving of such a light space." ~ Jury statement
In addition to the functional design, one of the overarching goals for the team was to engage the community. Seizing on the fascination fire stations often hold for both adults and children, the team invited interested members of the community to participate in a number of open houses during the design process. The new station’s open views into the vehicle bays from the surrounding pedestrian and vehicular thoroughfares help solidify the connection, hopefully leading to greater awareness and support for the vital services the department provides.
The design team incorporated a number of sustainable features to reduce energy use and provide thermal comfort for the firefighters. The station boasts a thermally efficient envelope, and fast-acting bi-fold doors in the vehicle bays reduce the amount of time the doors are opened following an emergency response. A perforated metal panel and skylight at the public entryway maximize daylight, and a number of shared spaces borrow light from the north-facing vehicle bays, providing the bonus of a direct and constant visual connection with the heart of the station.
A simple palette and durable materials — including polished concrete, tile floors, and CMU walls — were essential since the firefighters must check and maintain their equipment regularly. Perforated steel and aluminum provide a low-cost but elegant skin, while local red cedar lends a touch of warmth that resonates with the timber heritage of the region.
"Great balance of functionality and warmth of materials make this a beautiful facility." ~ Jury statement
